What is Individual Income Tax (IIT)?

Individual Income Tax (IIT) in China is a tax levied on the earnings of individuals, including salaries, wages, bonuses, dividends, rental income, and business profits. IIT applies to both Chinese nationals and foreign residents based on income sources and tax residency status.

China’s IIT system follows a progressive tax structure, with rates ranging from 3% to 45% depending on income levels. Foreigners working in China must comply with IIT regulations, especially regarding tax residency rules.

Relevance in China

China’s IIT framework is essential for:

  • Employees and Employers: Companies must withhold IIT from employees’ salaries each month.
  • Foreigners and Expats: Tax residency determines global tax obligations for expatriates.
  • Self-Employed Individuals: Entrepreneurs and freelancers must file IIT quarterly.

Key aspects of China’s IIT system include:

  • Tax Residency Status: Individuals who stay in China for 183 days or more per year are considered tax residents and are taxed on worldwide income.
  • Deductions and Exemptions: Expats can claim housing, education, and medical deductions, but policies vary by city.
  • Annual Tax Reconciliation: By March 31 of the following year, taxpayers must file an IIT annual reconciliation to adjust overpaid or underpaid taxes.

China also has Double Taxation Agreements (DTAs) with multiple countries, allowing foreign workers to claim tax relief on overseas income.
