What is an ICP License?

An ICP (Internet Content Provider) license is a mandatory registration issued by the Ministry of Industry and Information Technology (MIIT) that allows websites to legally operate in China. Any website or online platform hosted on a mainland China-based server must obtain an ICP license to comply with the country’s internet regulations and cybersecurity laws.

There are two main types of ICP licenses:

  • ICP Filing (Bei’an, 备案) – Required for informational websites that do not engage in commercial activities (e.g., blogs, corporate websites).
  • ICP Commercial License (ICP Zheng, ICP 证) – Required for e-commerce sites, paid services, and other commercial online activities.

Foreign businesses looking to operate websites within China must either obtain an ICP license or use overseas hosting, though the latter can result in slower website loading speeds and restricted access due to the Great Firewall.

Relevance in China

An ICP license is crucial for:

  • Foreign businesses launching websites in China
  • E-commerce platforms selling goods and services
  • Companies looking to improve website accessibility and SEO rankings in China
  • Ensuring compliance with Chinese internet regulations

Without an ICP license, websites hosted on mainland Chinese servers may be blocked or penalized by government regulators.
