What is Turnover Tax?

Turnover tax in China refers to a category of indirect taxes levied on businesses based on their revenue from the sale of goods, provision of services, or importation of goods. Unlike corporate income tax, which is based on profits, turnover taxes are calculated as a percentage of total sales or service revenue.

China’s turnover tax system primarily includes:

  • Value-Added Tax (VAT) – The most significant turnover tax, applied to goods and services at different rates.
  • Consumption Tax (CT) – Imposed on specific luxury goods, high-end products, and environmentally harmful items.
  • Urban Maintenance and Construction Tax (UMCT) – A supplementary tax on businesses based on VAT and consumption tax payments.

These taxes are collected at different stages of production and distribution, making them an essential component of China’s tax revenue system.

Relevance in China

Turnover tax is important for:

  • Domestic and foreign companies operating in China that sell goods or provide services
  • Importers and exporters subject to VAT and customs-related taxes
  • Businesses dealing in luxury goods or items subject to consumption tax
  • E-commerce platforms and digital service providers offering taxable products in China

Understanding turnover taxes is crucial for businesses to comply with local tax regulations and optimize their tax liabilities.
