What is a Work Permit in China?

A work permit in China is an official authorization issued to foreign nationals who intend to work legally in the country. It is a mandatory document required before obtaining a residence permit for employment and is linked to a specific employer. Without a valid work permit, foreigners cannot engage in legal employment in China.

The work permit system is managed by the Ministry of Human Resources and Social Security (MOHRSS) and the State Administration of Foreign Experts Affairs (SAFEA). Foreign workers are categorized under a three-tier system based on their skills, experience, and job role:

  • Category A – Highly skilled professionals in key industries (encouraged)
  • Category B – Foreign employees with standard qualifications (controlled)
  • Category C – Temporary or entry-level workers (restricted)
